This is just an overview of what explores the way a State level of government needs to change in the way in which it sees its role among the three levels of government so as to retain and regain it's identity, integrity and ultimately... leverage.
What went on with New Orleans' flood was a gleaming example of an arrogantly run state who's priorities were out of line as how the order of things are supposed to go when this country started. They were too proud to have the larger form of government take care of them where they needed it most in order to protect their people and state before the flood.
A state lies directly between municipality (local) and Federal (national) organisms. By position alone, without bringing rights and laws into it(yet), puts it in the most powerful,dynamic and responsible situation by default.
Succinctly speaking, it must approach the Fed only for survival and macro issues to assist local levels in their macro issues in oder for them to get on with their micro management. This is almost the opposite of where we are today. Hence, mandates, budget gaps and a variety of dependencies from which is created. This perpetuates the vicious cycle all three levels are caught up in. Municipalities need the same discipline and approach to state government. Local gov has to find a way to survive and thrive within itself and let the free markets dictate its future and fate.(True Capitalism)
The relationships between the three levels are so dysfunctional and co-dependent, the only way to move toward health would be to reverse its direction in which no generation wants to sacrifice itself to do.
Each branch needs a brand new relationship in the way it approaches one another.
The state should offer assistance and encourage macro issues to the local level as it only approaches the federal level for its macro issues as a union of local governments. That would characterize a states identity and viability. It is at the local level where the buck should start and stop. Today, education is the biggest expense and property taxes are the biggest revenue stream that pays for it. (Where is the State when you really need it?) This disintegrates a town if that education does not end up supporting it in the end. It usually never does because of the total disconnect between education and industry. That must change locally to help reverse the tide in which we find ourselves anxiously waiting to drown in. Education today is only one big rig to set up for supporting higher education coffers and it is LARGELY property taxes which fund the whole beginning of the rigging.(inefficient waste of ernest money)
Unless States perform more responsibly to their local levels, they will continue to lose their identities and independence to the Monarchy of the Federal Government as it has become to an increasing degree. Representatives of Higher levels of government are trying to solve everything down to the local micro levels so to retain power. Representatives of lower levels of government are BEGGING to the higher levels in order to obtain power, idealism and popularity.
